Pavel Novacek, from Palacky University, Olomouc, Czech Republic, chair of the node, focused of future activites concerning the Global Partnership for Sustainable Development study and next steps to take it to organizations/forums that might be interested in sponsoring its implementation.

Ivan Klinec, from the Institute for Forecasting, Bratislava, Slovak Rapublic, co-chair of the Central European Node, presented the Node report.

Global Partnership for Development (GPD)

The final report of the GPD study is finished (sponsored by MP and Palacky University)

What next?  To transform the study into PLAN
One of the factors that distinguishes the Marshall Plan from its predecessors is that the Marshall Plan was a PLAN. … The new approach calls for a concerted program with a definite purpose. (C. Tarnoff)

The Marshall Plan gave us not only a restored Europe, but also a ground design for a co-operative approach to many other challenges facing humankind. (H.S. Reuss)

Two ways (approaches) for GPD:

a) Global level: There is lack of will

Tarja Kaarina Halonen, President of Finland: We know what we want. We know how to get it. All we need i the will to do it.

But we can develop the idea of  GPD little bit more. Analogy with the concept of sustainable development:
1987: Our Common Future … 1992: Agenda 21
2002: GPD study …. GPD PLAN?

Preparation of the PLAN should include „feedback“ (presentation at seminars, conferences, public hearings…)

Who is interested in „global PLAN“? For whom it should be done (WB, UNDP, group of countries – donors of development aid)?
Who would  finance it? (Fundraising and reasonable budget would be necessary)

b) Case study at local level
We need to prove that development PLAN (equivalent of Marshall Plan) is feasible today.

Who is a good candidate for a case study?
A country in trouble which is relatively small in size and number of people, and with democratic government which would be interested in this kind of development PLAN.

Example: East Timor – 24 000 km2, 800 000 people, member of UN since May 2002, 75% of infrastructure destroyed by Indonesian army and pro-Indonesian rebels, one of the poorest countries of Asia.

For case study we do not necessarily need the support of  „global players“ (WB, UNDP,…) we need agreement and (non-financial) support of the recipient country plus fundraising. Then perhaps the Millennium Project could take responsibility for such kind of acitivity.

Pavel Novacek, from Palacky University, Olomouc, Czech Republic, chair of the node, reported on new developments concerning the Global Partnership for Sustainable Development study and next steps to take it to try its implementation as pilot project in Haiti and Cape Verde.
