SYNTHETIC REPORT
Period August 2001–February 2002

Prepared and presented by Eduardo Raúl Balbi, co-chairman of the Latin American Node.

Note: in the following parts of the report, we refer only to some of the activities done by our Node. Many others activities was made by the Sub nodes members in their countries and regions of their influence

1. OUR NET
Existent Sub nodes

By March of 2002, the Latin American Node of the Millennium Project has the following Sub nodes:

· COLOMBIA,
· CHILE,
· VENEZUELA very active. The expositor was its own Director, José Luis Cordeiro.
· ECUADOR,
· BRAZIL in process of becoming a Node,
· CUBA, and
· MÉXICO, in consolidation

New Sub node:

Starting from last February, we have the pleasure to welcome the GUATEMALA Sub node which first participation was in the Counter Terrorism Questionnaire.

2. COURSES, SEMINARS AND WORKSHOPS:

Seminar: Future Studies, MERCOSUR Scenarios 2010, as part of the Master in Strategic Intelligence, Intelligence National School and University of La Plata, Argentina.

Workshop: The new concepts on Defense and Security post September 11th 2001, developed in October of 2001. Conduced by Francisco Mojica (Director of Colombia Sub node), Guillermo Holzmann Pérez (Director of Chile Sub node) and Eduardo Raúl Balbi (Director of Latin American Node).

Participants: researchers, Admirals and officers of Argentine Navy General Staff, Center of Naval Strategic Studies, Ministry of Defense, Latin American Node MP, and special guests.

Workshops of Prospective Methodology: three workshops were developed during this period, two in Argentina and one in Colombia.

Workshop for the incorporation of the Prospective Techniques for PAHO (Argentine Office): the workshop planning started in November of 2001. By March of 2002 will begin the experimental application.

Specialization in Prospective and Strategy: the realization of this postgraduate career has been approved in Colombia, in the Universidad Externado of Bogotá. The activities to start a similar career during 2002, at the University of Chile, are very advanced.

Course of Introduction to Prospective: two courses were performed at the Argentine Naval War College for high Navy officers.

Workshop “Applied Techniques” (permanent): This training workshop is developed in prospective techniques for analysts, with four sessions a month.

Other workshops and meetings are performed in different Universities and Study Centers.

3. AGREEMENTS IN PROCESS

Master in Strategic Prospective: An agreement with the National University of Córdoba (Arg), at their Advanced Studies Center, is progressing for the develop of this Master.

An agreement of academic cooperation for the organization of the university consortium of future studies, is developed with the Universities Association of Montevideo Group, trough the National University of La Plata, Foundation Next Millennium (both in Argentina) and American Council for the United Nations University Millennium Project.

With the National University of La Plata,  Journalism and Social Communication College: agreement for the divulgation of the Millennium Project,  and organization of a workshop to publish The Newspaper of the Future.

4. WORKS AND PAPERS

Several papers had been written during this period, by different members and friends of our Node and Sub nodes.

Particular mention for global, regional and local scenarios, that had been prepared by our experts in fields like MERCOSUR, Counter terrorism, Argentine situation and evolution, Latin American Perspectives, etc.

5. DISEMINATION

The Millennium Project had been promoted and disseminated by conferences, interviews, speeches, articles, and other similar activities.

6. MAIN PROJECT 2002

The main project is an intensive work on Latin American Scenarios and  Future Perspectives, with linkage between Latin American Node, Latin American Prospective Studies Network, and Latin American Meeting of Prospective Studies.

We hope to obtain a first integral draft in November, during the annual meeting in Mexico.

7. TRANSLATIONS

The situation of Futures Research Methodology, English to Spanish: Finished
The Spanish version will be completed with regional contributions from our experts.
We had a collaboration of the Translators Corp of the Library, National Congress of Argentina
We have developed five new techniques or complementary tools.

DIFFICULTY

The main difficulty in all Latin America for develop and progress of our Node and Sub nodes, is: we do not have founds and sponsors

Miguel Angel Gutierrez, Co-Director of the Latin American Center for Globalization and Prospective, Buenos Aires, Argentina, and co-chair of the Latin American Node of the Millennium Project, represented the Node at the July 2002 Planning Committee meeting in Philadelphia.
