Global AGI governance and the synthetic society: insights from Jerome Glenn

Jerome C. Glenn recently joined host Prof. Thomas Reuter on Extra InfoHub for an in-depth discussion on the critical challenges and rapid developments shaping our artificial intelligence landscape, following the recent release of the “Future AI–AGI: Issues, Governance, Scenarios” study.

During the session, recorded on July 7, 2026, Glenn shares his insights on the risks associated with military and civilian competition to achieve AI hegemony, on progress toward a UN-brokered agreement on AI, and on quiet moves toward a G2 regulatory agreement to contain the currently reckless race between AI leaders, the USA and China. He also reflects on what life may be like in an emerging “Synthetic Society”, in which AI-driven services and the ubiquitous use of personalized, agentic AI are set to affect everyone’s lives.

Glenn stresses the need for nation-states and civil society to build capacity for better monitoring and regulation, and to engage in foresight exercises that can help us anticipate and prepare for where AI may be in 1, 5, or 10 years’ time. He argues that there are already signs of emerging artificial superintelligence (ASI), so the window for anticipatory action is small and may be closing rapidly.
