Jerome Glenn Briefs UN Leaders and Tech Pioneers in China

Jerome C. Glenn, Executive Director of The Millennium Project, has completed a visit to Shanghai and Hangzhou focused on addressing issues of Artificial General Intelligence (AGI) and meeting with frontier technology organizations. The visit was organized and sponsored by the Council of Presidents of the United Nations General Assembly and the Zhejiang University International Business School.

During the tour, Glenn conducted site visits with BrainCo, a company developing non-invasive brain-computer interfaces in competition with Elon Musk’s Neuralink, and Ant Group, the Alibaba AI spinoff that has integrated massive financial, medical, and environmental databanks for citizen AI access.

Glenn also addressed the 2026 World Digital Education Conference and met with Tongji University students working on Intelligent Autonomous Systems, at the invitation of Prof. Erwu Liu, Co-Chair of The Millennium Project China Node.

The briefing presentation delivered to the Council of Presidents, titled “Artificial General Intelligence – AGI: Quick review for the Council of Presidents of the United Nations General Assembly”, focused on the governance of the transition to AGI. Key topics covered include the timeline of Mid-AGI, which involves AI systems capable of rewriting their own code and recursively self-improving, the risks concerning the loss of human control, and potential governance options for the UN General Assembly such as exploring the feasibility of a UN AGI Agency, a UN Treaty on AGI, or national AGI licensing systems.

The international tour moves next to Tokyo from May 15 to 19. Today (May 16, 2026), Glenn will hold an informal meeting with individuals who might be interested in re-creating the Japan Node of The Millennium Project.
