The XVI International Academic Conference on Foresight and Science, Technology and Innovation Policy, hosted by the National Research University Higher School of Economics (HSE), featured a prominent online session dedicated to “Foresight and Artificial Intelligence” moderated by Yulia Milshina, HSE University, Russia. During the session on October 16, 2026, Ibon Zugasti, Deputy Director of The Millennium Project and Spain Node Chair, delivered a compelling online presentation titled “Future AI-AGI: Issues, Governance, Scenarios“.
Zugasti’s intervention (download power point) highlighted the comprehensive three-phase global study conducted by The Millennium Project on the critical transition from Artificial Narrow Intelligence (ANI) to Artificial General Intelligence (AGI) and Artificial Superintelligence (ASI). Phase 1 synthesized insights from 55 global AGI leaders across the US, China, UK, EU, Canada, and Russia responding to 22 core questions. Phase 2 outlined global governance requirements through a large-scale Real-Time Delphi survey involving 225 experts from 65 countries, evaluating potential regulatory frameworks and 5 supranational governance models. Phase 3 unveiled five alternative global scenarios out to 2035: proactive international cooperation (“Humanity Gets Lucky”), decentralized models (“ASI Awakens”), institutional evolution and rights integration (“Robotto-san Becomes Prime Minister”), structured UN-led multi-level architectures (“UN AGI Governance”), and systemic institutional failure (“Too Little, Too Late”).
Zugasti emphasized the urgent need for proactive international coordination, urging policymakers to consider frameworks such as a UN Framework Convention on AGI, global safety certification systems, and a dedicated UN AGI Agency to balance unprecedented technological benefits with planetary safety.
